Voluntary relinquishment by raider regions of acquired regions which become "sufficiently active" within three (3) days of identifying such activity.

Definition of "sufficient activity" of acquired target regions to be defined as follows:
Targets with a membership of fifty (50) nations or less must demonstrate activity from at least 1/3 of the total UN membership of that region. In the event that the target region has two (2) or less UN member nations, at least 1/2 of the total membership must display activity within 48 hours of the proposed exit date (i.e., the required proportion of native nations must be active within the two (2) days leading up the proposed date of relinquishment of the target by raider forces.)
For target regions having fifty (50) nations or more, the native nations must select a delegate for endorsement and come within five (5) endorsements of the raider delegate to secure "self-liberation." For example, if ABCA aquires a region and appoints a raider delegate with 25 troop endorsements, the target region must endorse a candidate with at least 20 nations to secure the region's liberation.
If the 50-member plus target does not have a sufficient number of UN members to meet this requirement, then at least 1/2 of the total membership must display activity within the 48 hours leading up to the proposed date of relinquishment.
If the above activity goals are met by the target region, raider region's controlling the target will voluntarily remove forces from the target and surrender control to the native delegate upon expiration of the above-described 48 hour period.
Target regions which do not meet the "sufficient activity" requirement outlined above will be allowed to develop as raider colonies without interference or attempted infiltration, liberal or other conduct designed to secure the target's independence by defender organization.

Delegate Arfon of the EAA: Recommendation of a larger number of classes for regions. Namely under 20, under 50, over 50 and over 100. Our suggested activity rates for raider withdrawal is 45%, 40%, 35%, 25% respectively over 4 days.
No regions under 10 nations to be raided unless evidence of repeated griefing is made available.
Defender groups will continue to defend any raided region and will pull out if defeated. It will then be 'illegal' for defender groups to attempt to undermine colonization. However, if the raider group does not pull out if the required activity target is met, hostilities may continue legally.

Delegate Martian Nation-States of DEN: In regions over 50 UN nations, a native candidate must come within 5 endorsements of the Lord Protector for the colony to be abandoned, within 2 days.
In regions under 50 UN nations, at least 75% of them must have actively protested the invasion on the RMB or in protest letters to the delegate and at least 50% of them must have chosen a delegate and endorsed them.
I also move that non-UN nations, possibly being puppets, must be excluded from the required number of nations active.
